COASTAL PERMIT APPLICATION FOR MAD RIVER BRIDGE REPLACEMENTS SCHEDULED FOR JANUARY 11th
Caltrans will have its permit application hearing before the Coastal Commission on January 11, 2008. If you’d like to attend, you need only travel to Marina Del Rey. For more information, contact Melanie Faust, Senior Staff Analyst at the North Coast District office. Ph. 445-7833.

This project will replace both the north and southbound structures and will include 10 wide shoulders and a separate bike/pedestrian path.

COUNTY GENERAL PLAN BEING UPDATED
The General Plan Circulation Element is currently under review going. According to Jen Rice, it will be addressed at the next Planning Commission meeting on Thursday, January 17. To review the draft online, go to:
http://co.humboldt.ca.us/planning/gp/gpdemo/GPU-TOC-Demo3.htm#ch8.
For more information, call Michael Richardson at 268-3723.

It's important that we encourage improved planning/policies for non-motorized modes.

HBBCA DONATES HELMETS TO HUMWORKS
In response to a plea in the December 23rd edition of the Eureka Reporter, the HBBCA donated three bicycle helmets on Christmas Eve in support of the HumWorks Program, operated by the Humboldt County Health Department. The program serves to help women with children who are striving for self-sufficiency and independence. Three bicycles had been donated by others to help those who are without transportation but seeking work. The helmets were warmly received.

REGIONAL TRANSPORTATION PLAN UPDATE TO BEGIN SOON
At the regional level, a new Regional Transportation Plan will be undertaken soon. If you want to be on the contact list to be notified of meetings/hearings on the plan, contact the Humboldt County Association of Governments at 444-8208.

VOLUNTEERS NEEDED TO HELP WITH TOUR OF THE UNKNOWN COAST (TUC)
HBBCA will help with the TUC on Saturday, May 10, 2008 in an effort to raise money for our various educational and advocacy activities. We need a couple of drivers to provide sag wagon support for the event. The TUC might rent one van for this, and we'll just need to provide a qualified driver to pick up stranded or exhausted riders who can't finish the loop. We also need a second driver with a truck, van or other vehicle capable of carrying three or four bikes, to do the same.  Each of the drivers will need to spend several hours, but it should be fun. Call Scott Kelly at 839-3614 if you're interested in helping.

BIKE FILM FESTIVAL ON FEBRUARY 28th
There will be a Bike Film Festival on February 28th from 7-10 p.m. at the Kate Buchannan Room at HSU to benefit Bike to Work Day activities. Tim Daniels with the Bigfoot Bicycle Club, and the HBBCA, is organizing this. He has a couple of good flicks lined up. Fore more information, you may contact Tim at TwoWheelinTim@earthlink.net.

2008 BIKE TO WORK ACTIVITIES
In partnership with several other organizations and individuals, HBBCA is working to make the 2008 Bike-To-Work Month activities better than ever. Two big events are planned: on Friday, May 16th in Arcata; and on Friday, May 23rd in Eureka.  We're still working out the details, and volunteers are needed to help organize and staff both events. The more help we get the more we can do. This is your chance to help show that bikes have a significant place in our transportation system.  Please call Scott Kelly, 839-3614 for more information.

END OF YEAR REPORT FROM THE CALIFORNIA BICYCLE COALITION
The CBC provided the leadership needed to get the State Assembly to pass the “Complete Streets Bill (number not provided). The bill would require that every road design accommodate the needs of bicyclists and every other legitimate user of the roadway. In 2008, the CBC and other advocacy groups like the HBBCA will need to work to get it signed into law.

Other CBC-supported bills signed into law last fall, include:

  • The Safe Routes to School program was renewed.
  • New or upgraded traffic-actuated signals will be required to detect oncoming bicycles.
  • Teenagers with a permit or provisional license will be prohibited from using a cell phone while driving.

Another important achievement was provision of quarterly summits to consider non-motorized transportation issues.

WHO TO CALL WHEN YOU SEE A SAFETY CONCERN (Revised 10/07)
The HBBCA checked with agencies in the Humboldt Bay region to determine whom to contact if you see a condition that needs to be corrected in order to improve safety or convenience for cyclists. This might include a pothole in the bike lane, accumulated debris on a roadway shoulder, the need to re-stripe a bike lane, or the need to clear vegetation encroaching on the shoulder.

Of course, if you see a condition that requires immediate emergency action,
call 9-1-1. For other conditions, the following is provided:
